SPLICE Working Group: Parsons Problems Interoperabilty Standards

Rationale: The goal is to set standards for Parson's Problems to support
- Reusable exercise descriptions: Cliff Shaffer has been
working on
a PEML-based
file format that hopes to capture most of the Parsons
problem variations that are being used.

- Consistent generation of output event traces (probably in a file format based on ProgSnap).
